I was Dorothy a few years back, and I made my shoes. I bought basic heels from K-Mart (a grey-ish middle color), glued on cardboard bows, and covered the whole things in red glitter puffy paint, then more loose glitter. It worked wonderfully.
Important note: DO NOT FORGET the little blue ankle-socks! They take the edge off the sexy shoes and add a little-girl attitude to the look.
